Here is the question behind the question. Nobody choosing between Azure Fundamentals (AZ-900) and Azure Administrator (AZ-104) is really asking which exam is better — AZ-104 is a bigger credential by every measure. What they are asking is: given who I am right now, is AZ-900 a necessary first step or an avoidable detour?
Short answer: there is no rule forcing an order — AZ-104 has no prerequisites, so you may legally skip AZ-900 entirely. If you already work hands-on in IT (servers, networking, scripting, or another cloud), going straight to AZ-104 is usually the better use of your time and money. If cloud computing itself is new to you, AZ-900 first is the smarter play: it builds the vocabulary AZ-104 assumes, at lower cost and far lower pressure, and the certification never expires.

The Microsoft Azure Fundamentals certification, earned by passing exam AZ-900, is Microsoft's beginner-level credential. It tests whether you understand what cloud computing is and how Azure is organised: cloud concepts, Azure architecture and services, and Azure management and governance. It is a 45-minute proctored exam with no prerequisites, and — unusually among Microsoft credentials — the certification never expires.
The Microsoft Azure Administrator Associate certification, earned by passing exam AZ-104, certifies that you can operate Azure: manage identities and governance, implement and manage storage, deploy and manage compute, implement virtual networking, and monitor and maintain resources. It is a 100-minute proctored exam, and Microsoft recommends real experience with the Azure portal, PowerShell, the Azure CLI and ARM or Bicep templates before attempting it. Like all Microsoft associate-level certifications it is valid for one year, renewed free through an open-book online assessment.
Put bluntly: AZ-900 asks "do you understand Azure?"; AZ-104 asks "can you run it?".

Two notes on that table. Microsoft prices exams by country or region and does not print universal USD fees, so treat the dollar figures as commonly cited rather than official, and confirm on the exam page when you book. And the identical 700/1,000 pass mark is a scaled score, not 70 per cent — the same number conceals very different levels of demand.
Large — and it is a gap of kind, not just degree. AZ-900 can be passed by someone who has never opened the Azure portal, because it examines concepts: what high availability means, how consumption-based pricing works, which category of service does what. Microsoft's exams may include interactive components, but at fundamentals level the material stays descriptive.
AZ-104 assumes you have done the work. Its domains — identities and governance, storage, compute, virtual networking, monitoring — are tested the way a colleague would test you: given this situation, what do you configure, and in what order? Candidates coming straight from AZ-900 often report that the jump surprises them, because no amount of concept revision substitutes for hours in a real subscription. The realistic failure causes and hardest domains have their own write-up in how hard the AZ-104 exam is, so one sentence suffices here: AZ-104 is widely treated as one of the tougher Microsoft associate exams precisely because it punishes theory-only preparation.
A useful self-test: read the five AZ-104 domain names. If you can already picture concrete portal or CLI tasks for at least three of them, you are an AZ-104 candidate. If they read as vocabulary, you are an AZ-900 candidate first.

The one caution for confident skippers: skipping the exam must not mean skipping the fundamentals. Review the AZ-900 topic outline anyway; anything unfamiliar there is a gap AZ-104 will find.
Wherever you land, benchmark before you book. Treating AZ-900 as mandatory. It appears first in every roadmap diagram, so people assume it is a gate. It is not; Microsoft attaches no prerequisites to AZ-104.
Treating AZ-900 as sufficient. The opposite error: stopping at fundamentals and expecting administrator-level job interviews. AZ-900 signals literacy, not operational competence.
Taking both back-to-back without hands-on work in between. Passing AZ-900 on a fortnight of videos and immediately booking AZ-104 is the classic route to a failed first attempt. The associate exam expects practice, not momentum. (If you do fail, Microsoft allows a retake after 24 hours, with longer waits on later attempts — but it is cheaper to arrive ready.)
Choosing by price alone. The fundamentals exam is cheaper, but two exam fees plus months of delay can cost more than one direct, well-prepared AZ-104 sitting. Count total cost to your actual goal, not per-ticket price.
Forgetting the expiry asymmetry. AZ-900 never expires; AZ-104 needs renewing every year (free and online, but a real recurring commitment to staying current). If you want a set-and-forget credential, that difference matters.

Both exams lead to the same staircase — AZ-104 is also the mandatory prerequisite for the Azure Solutions Architect Expert certification, so the administrator credential is where the ladder truly begins.
